Title Indigenous Licensing – Tracking Forward to a Provisional Licence

Purpose To increase the number of Indigenous people living in remote locations obtaining a provisional licence by designing and developing a culturally appropriate process to progress from holding a learner licence to a provisional licence.

This project makes up one of a series of projects that Austroads is funding to assist Indigenous people in remote communities to obtain a learner licence and then progress to a provisional driver licence. It is important that there is congruence between these projects to enable Indigenous people in remote communities to be able to complete the licensing pathway. This project is an important component of the pathway for Indigenous people to progress from the pre-learner phase to becoming fully licensed drivers.

Phase one of these projects (RS 1688) delivered a pre-learner tool kit for use by Indigenous communities to help expand people’s knowledge about the road rules, driver licensing requirements and safe driving practices. A second project (RS 1744), commencing at the same time as this third project, will deliver a culturally appropriate process and mechanism for Indigenous people to obtain their learner licence. This project is the next important complimentary step in the process. It will aim to remove the barriers for Indigenous people in obtaining their provisional licence by designing and delivering a culturally appropriate process to progress from a learner licence to a provisional licence.

These projects will assist in significantly closing the gap acknowledged between Indigenous and non-Indigenous Australians in obtaining a licence. The ‘Drive Safe NT Remote’ program presents good opportunities for piloting and evaluating this project.
Deliverables A final report with recommendations and conclusions from the pilots conducted in the remote communities. The report should include consideration of implementation issues in each jurisdiction.
