Purpose Cooperative ITS (C-ITS) refers to the use of wireless communications and real-time information sharing between vehicles and roadside infrastructure, which will enable the next generation of applications that improve safety, productivity, efficiency and environmental outcomes for our transport system.
The C-ITS project aims to ensure the required regulatory and operational framework is in place to enable the successful deployment and operation of C-ITS solutions in Australia and New Zealand, and thus realise the potential transport and societal benefits of C-ITS.

Key deliverables will include the following:
Allocation and management arrangements for C-ITS use of the 5.9GHz band are formalised
Review and establishment of regulatory policy instruments to support C-ITS local deployment
compliance
Development of functional requirements and business processes for C-ITS core functions
Establish interim management and operational arrangements for C-ITS core functions
Input and guidance for local C-ITS trials and deployments
Deliverables Governance and Stakeholder Engagement
- Steering Committee and Industry Reference Group meetings (each held twice per year)

Policy and Regulation
- NTC regulatory policy projects relating to C-ITS and automated vehicles completed (Q4 2015)
- Policy and regulatory instruments supporting C-ITS reviewed and in place (Q2 2016)

- Privacy Impact Assessment on operational framework completed (Q3 2015)
- NTC regulatory policy projects relating to C-ITS and automated vehicles completed (Q2 2016)

Spectrum Management and Device Licensing
- Formal allocation of the 5.9GHz band for ITS use by the ACMA (Q4 2015)
- Licensing regime for 5.9GHz ITS devices is approved by the ACMA (Q4 2015)
- Establish management and operational arrangements for C-ITS in the 5.9GHz band (Q2 2016)

Technical and Operational Arrangements
- System requirements and roles for C-ITS core functions proposed for decision making (Q3 2015)
- Security & privacy approach is agreed for C-ITS, aligned with international systems where possible (Q4 2015)
- A plan for positioning and mapping services is agreed (Q4 2015)
- governance, business and funding model is proposed to support C-ITS core functions (Q1 2016)
- Progress design documentation for C-ITS core functions (Q2 2016)
- Establish and transition management arrangements for C-ITS core functions (Q2 2016)

Trials and Deployment
- Contribute to governance and management of local C-ITS trials, demos & initiatives (ongoing, as appropriate)
- Guidance developed to assist road agencies & other stakeholders with local deployment of C-ITS (ongoing)
- Input to update of Austroads Guide to Traffic Management Part 10: Traffic Control & Communications Devices (Q2 2016)
