Purpose The Heavy Vehicle Charging and Investment (HVCI) body is in the process of reforming the current pay-as-you-go (PAYGO) approach to heavy vehicle road user charging (RUC). The refined approach aims to be based on charging heavy vehicles for access and level of service (LOS) that covers the marginal provision, operating and maintenance costs. The broad aim of this refinement process is to develop a conceptual service level framework and processes that will apply across all road agencies to collect and report relevant information on the road infrastructure.
