National Performance Measure 3 - Expenditure on Roads and Bridges

 

Qualifications


Qualifications to the data is limited by the number of councils responding to the data survey and inclusion and calculation of on-costs and overheads additional to the requested inclusion of engineering overheads.
Data variations may also occur in the costings to roads ancillary items for items such as kerb and gutter/channel, footpaths, cycleways, streetlighting, street sweeping, roadside furniture maintenance.
The survey is intended to identify trends in the performance measure. The potential for qualification of the data may be minimised by councils being consistent in the classification of data provided for following year surveys.
Expenditure data is stored in historic dollar values (i.e. nominal values, net of inflation).


Considerations


A downward trend indicates decreasing expenditure on local roads & bridges in historic (i.e. nominal) dollar values.
A steady trend indicates a relatively constant expenditure on local roads & bridges in historic (i.e. nominal) dollar values.
An upward trend indicates increasing expenditure on local roads & bridges in historic (i.e. nominal) dollar values.
The trend may be measured against maintenance/construction price indices to identify trends in real terms.


Methodology


National Performance Measure 3 Expenditure on Roads & Bridges is determined as follows

 

Performance Measure Total expenditure on roads, bridges and roads ancillary items.
Performance measure calculation Sum of expenditure on local government controlled roads for sealed local roads (maintenance, capital renewal, upgrade & expansion), unsealed local roads (expenditure on existing assets* & capital expansion), bridges & major culverts (expenditure on existing assets* & capital expansion) and roads ancillary (expenditure on existing assets* & capital expansion) in year.
Note * expenditure on existing assets includes maintenance, capital renewal & upgrade.
[Sum (Sealed_Tot_Expend, Unsealed_Tot_Expend, Bridges_Tot_Expend, Ancillary_Tot_Expend ) / Sum (Sealed_Length, Unsealed_Length)] as at 30 June each year.
Data source Total Expenditure for local government controlled sealed roads, unsealed roads, bridges & major culverts and roads ancillary items Annual AustRoads/ALGA Local Road Expenditure survey collected by State/Territory Grants Commissions.
Data definitions Sealed roads total expenditure includes maintenance, capital renewal, upgrade and expansion [Sealed_Tot_Expend].
Unsealed roads total expenditure includes expenditure on existing assets (maintenance, capital renewal and upgrade) and expenditure on new assets (capital expansion) [Unsealed_Tot_Expend].
Bridges & major culverts total expenditure includes expenditure on existing assets (maintenance, capital renewal and upgrade) and expenditure on new assets (capital expansion) [Bridges_Tot_Expend].
Roads ancillary total expenditure includes expenditure on existing assets (maintenance, capital renewal and upgrade) and expenditure on new assets (capital expansion) [Ancillary_Tot_Expend].
Aggregation Performance measure is aggregated at the State and national level.
