Independent Inquiry into the Financial Sustainability of NSW Local
GovernmentThe Local Government and Shires Associations of NSW (LGSA) have commissioned an Independent Inquiry into the Financial Sustainability of Local Government in NSW (Local Government Inquiry) to be completed by 30 April 2006. An independent Panel of three persons highly experienced in public policy making, who are completely autonomous of local government or its Associations, is undertaking the Inquiry. JRA is providing the specialist report on Local Government Infrastructure.

“Facing the Renewal Challenge” Report assessing the financial position of all councils in Victoria with respect to asset management. Work included a database and economic modeling for all local government infrastructure per council and in aggregate for the coming 100 years.
Metropolitan CEO’s group with Local Government Association of SA and SA Grants Commission 2001
“A Wealth of Opportunities” Report assessing the financial position of all councils in South Australia. Work included a web site providing asset management economic modeling and database for all SA councils and aggregated state wide reporting.
SA Asset Management Advisory Committee 2002- 2005
“Step by step” mentoring and capacity building programme for all SA Councils working with elected and administrative levels in local government over a 3 year period.

Asset Management Strategies
More recent projects include asset and knowledge management strategies and policy for Blacktown City Council NSW, City of Playford SA. Over the past 9 years JRA has completed asset strategy and technology implementation projects for councils, water and wastewater authorities and airports in NSW, SA, VIC, WA, TAS and QLD.

Institution of Municipal Engineering Australia (IMEA) & Institute of Municipal Management (IMM)
IMEA and IMM are leaders in the provision of best practice training and benchmarking in Local Government to assist in the continuous improvement of Local Government Administration”
The Task
To develop and present a series of best practice workshops and
guidelines on strategic infrastructure asset management and the
competitive provision of services to local government at
professional, senior management and elected Councilor level. This
included training on the IMEA National Asset Management Manual.
The Results
The guidelines and workshops were prepared and presented in
co-operation with the Centre for Local Government Education and
Research (UTS). Over the past 5 years councils throughout NSW have
benefited from this series. The workshops have been attended by
Engineering, Finance and Audit Professionals working jointly with
Executive Management and Elected Members who also attended.
The Benefits
· A phased approach was developed in co-operation with the
department of Local Government to allow continuous improvement in
asset management.
· Guidelines were established for a strategic approach to
infrastructure asset management through co-operation between diverse
parts of Government that are asset custodians.
· Simple and practical guidelines were established for the
capitalisation of infrastructure.
· Links were established between infrastructure asset management at
Local Government level and national initiatives such as the National
Competition Policy.

Department of Infrastructure (VIC)
The Task
(Joint Project with SKILMAR and Dr Penny Burns AMQ)
To assess asset management strategies for every Council in Victoria
and develop a model to determine future financial liabilities
against potential revenues and develop a statewide strategy for
asset management.
The Results
This project has recently been completed. A methodology has been
created and adopted by the Victorian Government to assess the
strategic asset maintenance and renewal requirements for every
Council in Victoria.
The Benefits
· The development of a consistent, Statewide strategy for assessing
asset management and financial reporting techniques.
· Ongoing co-ordination will allow individual organisations to
provide information for corporate statewide decision making as well
as comply with statutory requirements.
· A strategic approach is being developed to asset management
· A model has been developed for asset renewal and capital project
delivery processes that links all phases of project planning and
delivery with financial reporting.

Knox City Council (VIC)
“Knox City Council is a large and innovative Council committed to continuous improvement and excellence in Customer Service”.
The Task
To develop and co-ordinate technical and management systems used for
strategic infrastructure asset management. This includes integrating
all asset related systems including financial, document management,
risk management, technical, GIS and property, and contract
management.
The Results
A technical audit and needs analysis was completed. A strategic
asset management plan was prepared and workshops held to facilitate
the implementation of recommendations. A Y2K compliant data
warehouse integrating Oracle, MS Access has been created and is
linking the GIS with all decision support systems.
The Benefits
· A strategy was developed for optimising maintenance and renewal
and asset operation / service delivery.
· A strategic approach is being developed to asset management that
integrates all corporate systems and links the management
plan/corporate plan with business plans, budgets and works
programmes.
· A corporate approach has been implemented to strategic asset
management that will ensure asset management is integrated with key
performance measures.
A data warehousing approach is used to link all information needed
for advanced asset management. The data warehouse is linked to the
GIS to produce a graphic representation of any combination of data
or analysis.
This allows the sustainability of the asset stock to be examined and
trends monitored for indicators such as:
· service requests
· asset age and condition
· risk profile and exposure
· projected maintenance and renewal cashflows
· historic unit maintenance and renewal costs
· service levels
· asset utilisation
· asset acquisitions and disposals
The following example shows the presentation of a simple variable
such as asset age. Any variable or combination of variables can be
plotted in this way to examine the interrelationships between asset
categories such as roads, drains, footpaths, street trees and other
issues such as scheduled events, traffic trends and demographic
trends.
